1. It is interesting that  Mr. Trump made a deal without the support of the rest of his party leaders because it depicts the faith he has in his team and his ability to make overpowering decisions on his own. Mr. Trumps decision is odd because as a leader of the republican party it is his job to check in with your team and party before making decisions that may result in conflict with not only the opposing force but your own party.

2. I think Trump was motivated by the conditions in Texas as a result of Hurricane Harvey.  Hurricane Harvey resulted in about $8,000,000 of emergency aid.  He knows that the serious conditions down south needs immediate help and only feels right to propose this fundamental.

3. I think the GOP leaders now think that Mr. Trump has an ability to make decisions on his own he feels strong about and will do whatever he feels needs to be done without the consent of his party. McConnell said he knew the president can speak for himself, but he feels as if the proposal needed to be addressed with the GOP because its a time of genuine national crisis. He thought it was rationale, and I'm sure he wasn't the only one, Trump's bold decision allowed the GOP readers to see how he doesn't feel the opinion of his party can benefit in the better good.

4.  No, it won't benefit the Untied States, but it will only increase conflict and tension because it's crossing opposing forces to benefit a leader. The reason tension will be created is because the democratic party will see what trump has done and will oppose after his bold decision. Even though the democratic party is opposed from the republic party, they both feel they need reassurance that the president of their nation has the capability to utilize advice form others to benefit the greater good.
